tokyo vs osaka - which one actually gives better value per yen spent on a night out

not asking which city is more fun, asking purely about value. spent roughly the same ¥40,000 budget in both cities on separate trips and felt like osaka got me further 💸 more drinks, more interactions, less standing around paying cover charges. curious if this matches other people's experience or if i just had an off night in tokyo
